Securing reparations for victims of war remains fraught with uncertainties. Yet future wars cannot be stopped unless those who wage wars also pay the price for their actions.
Luke Moffett is a Professor of Human Rights and International Humanitarian Law at Queen's University Belfast. He has written extensively on victims' rights, reparations and armed conflict, including his recent book 'War and Reparations' published by Oxford University Press in 2023. He regularly works with victims, civil society organisations, governments and armed groups on reparations.
